New powers for councils under the Renters Rights Act – what this means for our owners
By the Maxine Lester Team
The Government has confirmed that, from 27th December 2025, local councils in England will gain strong new powers to investigate and enforce the Renters Rights Act 2025.
These powers include the ability to:
- Enter business premises to request or seize documents related to rental activity.
- Ask individuals or organisations for information when investigating possible breaches.
- In certain cases, enter residential properties (with special authorisation) to support investigations into illegal evictions or poor housing conditions.
The overnight government statement explains:
“Some of these investigatory powers can be used to support local housing authority investigations relating to illegal eviction, poor housing conditions and other housing legislation where they apply to relevant accommodation.”
In short, councils will have stronger tools to identify and act against landlords or letting agents who break the rules.
What this means for you as an owner
If you are working with us at Maxine Lester Lettings and Property Management, you can breathe easy — there is nothing to worry about.
We have been preparing for the principles behind the Renters Rights Act since 2019, long before it became law. For years, we’ve been putting in place the systems, checks, and processes designed to protect both our owners and our residents.
That means every property we manage is already safe, compliant, and fully aligned with the new legislation. When the Renters Rights Act became law, we were ready because we’ve been following its direction for some time.
These new powers are primarily aimed at tackling non-compliant landlords and rogue operators — those who cut corners, ignore safety regulations, or fail to protect Residents’ rights. The Government’s message is clear: only those who flout the rules need to worry.
Why compliance is our strength
At Maxine Lester, we’ve always believed that honourable lettings are good business.
Our expert team manages every detail — from safety certificates to tenancy documentation — so you don’t have to.
This means you can rely on:
- Full legal compliance, protecting you from penalties or enforcement action
- Safe, well-managed homes for your residents
- Total peace of mind, knowing your property meets every requirement of the Renters Rights Act
The bigger picture
While these new investigatory powers might sound dramatic, they underline what we’ve always championed — raising standards across the rental sector.
Owners who work with professional, accredited agents like us will see very little change day to day. However, these measures will help level the playing field, ensuring that responsible owners are recognised — and those cutting corners are held accountable.
We’ve been ahead of this change for years, and that’s exactly why our owners can relax, knowing they’re on the right side of regulation.
Our promise
We’ll continue to stay ahead of every new regulation and communicate clearly about what’s changing — long before it affects you. With Maxine Lester, you can rest assured that your property and your reputation are in safe hands.
