Decent Homes Standard – what it means for private owners

As an owner, you may have heard talk about the Decent Homes Standard (DHS) being extended to the private rented sector. Understandably, this can sound daunting — another new rule, another layer of legislation. But before you worry, take a deep breath… you’re already in safe hands.

At Maxine Lester, we’ve been working to these standards for years. The upcoming changes simply formalise what we already do — ensuring homes are safe, warm, and well-maintained, while protecting owners from risk.

What is the decent homes standard?

The Decent Homes Standard was first introduced in 2004 to make sure that social housing met basic levels of safety, repair and comfort. It’s now being reviewed and is expected to apply to the private rented sector (PRS) too by 2027.

At its heart, the DHS ensures a home:

  • is free from serious health and safety hazards (as measured by the Housing Health and Safety Rating System – HHSRS).
  • is in a reasonable state of repair, with key components like roofs, boilers and electrics in good condition.
  • has modern, functional facilities – such as kitchens under 20 years old and bathrooms under 30 years old.
  • offers adequate insulation and efficient heating, giving Residents a comfortable and energy-efficient home.

Why is this happening now?

The Government’s latest Renters’ Rights Bill aims to improve housing quality across the board, not just for social housing. The goal is simple: raise standards, reduce poor-quality homes, and make sure everyone lives in a safe, healthy environment.

But for our managed properties, this is nothing new. We’ve been ensuring compliance with the HHSRS (introduced back in 2006) since the day it became law. The DHS just formalises what good, professional management already looks like.

What does it mean for you as an owner?

If you’re with Maxine Lester, you don’t need to worry.
We’ve already built our property management standards around compliance, preventative maintenance and Resident wellbeing – all of which align with the Decent Homes Standard.

Our approach includes:

  • Regular property inspections to spot potential issues early
  • Maintenance schedules that keep boilers, roofs, and electrics in top condition
  • Detailed record-keeping to demonstrate compliance with all housing legislation
  • Expert support to handle any improvement works required under future DHS rules.

So when new regulations come in, your property will already meet (or exceed) them — protecting your investment and giving you peace of mind.

The real benefit for owners

By maintaining a home that’s safe, efficient and comfortable, you’re not just meeting legal standards, you’re:

  • attracting and retaining quality residents.
  • protecting your property’s long-term value
  • avoiding fines and enforcement action
  • demonstrating that you’re a responsible owner who genuinely cares about their property and residents

And most importantly — you don’t need to navigate any of this alone. We do it for you.

In summary

The Decent Homes Standard isn’t something to fear, it’s an opportunity to future-proof your property and reassure you that you’re already on the right track. For our owners, it simply confirms what’s been true since we began in 2005: your property is managed to the highest possible standards.
